"When a heavy smoker terminates the tenancy and moves on, then comes the task of cleanup and restoring the rental unit. Restoration costs per unit will vary from a minimum of $3000 to as high as $15,000 for a typical two-bedroom, two-bath unit. This expense can include, in extreme cases, removing and replacing ALL floor coverings, light fixtures, window coverings, vinyl surfaced appliances, cabinets, ceiling fans, repainting all surfaces including a barrier coat prior to the finished surface painting.
